Opinion: 2020 for the Telecom industry in Africa

Here is his take on Telecom in 2020 for Africa;

As the new decade dawns, the telecommunications industry (specifically mobile), has finally woken up to the fact that its economics need to change, especially with the advent and expected widespread uptake of 5G. Much of this realisation has been driven by a need to move away from the consolidation of the RAN industry that has seen Huawei, Ericsson and Nokia dominate the space and in the process, creating a closed, almost anti-competitive market.  The development of OpenRAN, which in 2019, really gathered momentum, has really changed the playing field.

OpenRAN by its very nature, has also facilitated a more open and collaborative approach among a host of service providers who have collectively, developed more innovative solutions to the rapidly developing communications space’s needs.  This ability to be creative and offer alternatives to operators, has also created the ability for operators to expand their networks and include more users for their services.

An open market and mindset have also driven efficiencies.  The traditional proprietary and closed nature of RAN technology has made it costly and difficult to upgrade technology once it is deployed.  The option to choose and use multiple vendors, changes this now that a wide range of product, price and services are on offer. The competitive nature of an open market will also mean that innovation will be a constant – not a bad thing if you consider just how fast the sector is evolving.

Here in Africa, OpenRAN is set to play a vital role in the connectivity race.  Much of the continent is still unconnected and those that are, are largely dependent on legacy infrastructure, with 2G and 3G abounding, and 4G still in its infancy.  That has not stopped the sprint to bring 5G to Africa though, with Uganda recently being the first country in Western and Central Africa to deploy 5G Internet.

However, although there are capabilities to deploy 5G, Africa-based operators will require the ability to run 5G alongside their existing 2G, 3G and 4G networks.  At present, that can only be solved with either erecting new infrastructure or, deploying OpenRAN, which can run alongside existing infrastructure.  It’s a no brainer really…

On that note, here’s what I see as the key components that will happen in the African telecoms market in 2020 to set up for the next decade:

5G

Widespread rollout of 5G, including the African continent.
The first commercial deployment of stand-alone core. With the 3GPP Release-16 standard being finalized mid-2020, companies will be racing to be the first in the world with stand-alone 5G core.
Further development of network slicing.

5G advancement will also accelerate OpenRAN hardware and software, and open collaboration partnerships to run 5G technology efficiently alongside their 2G, 3G an 4G networks.

4G and OpenRAN

4G is growing and will grow even faster in 2020. OpenRAN will allow operators to perform more deployments, including connecting rural and hard-to-reach areas.

We may see operators move heavy data users from 4G to 5G to improve user experience for those on the 4G network.

Legacy 2G & 3G Networks and OpenRAN

Uptake in transition from legacy infrastructure (2G and 3G) enabled by widespread deployment of OpenRAN solutions. 3G sunset but 2G will more than likely remain.

Internet of Things (IoT)

IoT will continue to grow, but at a slower pace than previously predicted. The connectivity will include many different options, including cellular, wi-fi, Bluetooth, non-cellular LPWA technologies, and more.

Enterprise use of IoT will increase, specifically with regard to smart manufacturing.

Private Networks

Private networks will start to gain importance, which will help solve tasks that were traditionally difficult to perform using other wireless technologies, while improving performance and productivity and ensuring security.

Smartphones and Smart Feature Phones

As 5G rollout becomes more widespread and consumer interest grows, we will start to see cheaper 5G smartphones. Apple have already hinted at a small, cheap 5G handset for first half 2020

Smart Feature Phones will continue to gain traction, especially in developing countries, allowing people to move from 2G technology to 3G and 4G technologies.

Blockchain and Payment gateways

The World Economic Forum’s Africa Growth Platform and the development of open public Blockchain initiatives like The African Chain, will see Africans connecting to the digital economy in a big way.  This will work hand in hand with expansion of the telecoms network across the continent.

2020 will also see the roll-out and uptake of other smart technologies such as XR/VR SIM driven glasses, advancements in the research of Autonomous Vehicles, smart homes and cities (a focus will be on bettering privacy and security).  All in all, the advent of this new decade is an exciting time for the global telecoms sector, but especially for Africa and Africans who can look forward to being actively involved in a vibrant and sustainable digital economy, facilitated by the dawn of open thinking and open markets that deliver on what’s best for the whole.

The Advent of Mobile Banking & Mobile Money In Uganda

Perhaps the most recent innovation in Uganda under the NRM government. Mobile Money and Mobile Banking have made it very easy for people to transact business, purchase goods, and pay for services easily without necessarily going to the bank.

Ten years ago, MTN Uganda launched mobile money in Uganda, a service which allows subscribers to send and receive money. Mobile money services were first introduced in March 2009; Currently, there are seven mobile money schemes in Uganda.

Mobile money has demonstrated rapid growth in the last 10 years, demonstrating a new wave of financial transacting with transactions hitting Shs80 Million last year. As the Fourth Industrial Revolution gathers pace, innovations are becoming faster, more efficient and more widely accessible than ever before.

While meeting the  Parliamentary Committee on Information and Communication Technology in 2015, the Governor Bank of Uganda made these remarks in regards to Mobile Money:

“The business model involves a partnership between a mobile money operator and a commercial bank. The services offered have so far been restricted to domestic remittances, basic retail payments and money storage services. The growth in mobile banking has been phenomenal. As of December, 2014, there were over 18 million registered mobile money customers, and the average monthly number of transactions in the last quarter was 46 million while the average monthly value of the transactions was UGX 2.1 trillion. Mobile money therefore has a high potential to foster financial inclusion in Uganda.”

With over 100,000 agents around the country, Mobile Banking and Mobile Money have supported in bridging the unemployment gap by far through offering a service that has improved and contributed to financial inclusion tremendously.

A World Bank study finds a 1 percent increase in financial inclusion corresponds to a 0.51% increase in business creation, and a 15% inclusion increase leads to employment growth of 1%.

The power company UMEME, reported a 99.1% revenue collection rate in 2014 compared to 94% in 2012, the increased revenue collection rate was partly attributable to increase in mobile money payments over the years.

Today, 8 out of 10 people will use Mobile Banking to pay for services, or send funds to their loved ones without losing a sweat.

Among other benefits, the ease, convenience, the ubiquity of the service and speed of the mobile transactions increases tax revenue  and has improved efficiency in the system, and whatnot.

Penetration of ICT And E-Government in Public Services in Uganda

Today, it’s much easier to access Government services as most of them have been made online saving citizens time and lines as was in the past. A number of Government services have been made available online thus making it easy for anyone to make a payment or purchase from the comfort of their bed or office.

A number of Information and Communication Technology (ICT) initiatives and platforms have been put in place to enhance democratic governance in Uganda. Additionally, supportive legal and regulatory frameworks have also been adopted. These range from those promoting citizen
engagements, political participation to service delivery monitoring.

E-Government (short for electronic government, also known as digital government, online government, or connected government) is the comprehensive implementation of information and communication technology (ICT) in government Ministries, Departments, Agencies (MDAs) and Local Governments.

The Government of Uganda continuously recognises the importance of Electronic Governance for National development and transformation into an electronic economy and has put emphasis on anytime, anywhere delivery of Government services through the use of Information Technology.

In Uganda today almost all Government entities have made headway in establishing their presence on the Internet through their Websites. Awareness about the fast changing ICT world and keenness to keep pace with the latest has ensured that almost all Government entities in Uganda already have their websites up and running.

All this led to the establishment of the National Information Technology Authority-Uganda (NITA-U) was established to promote, coordinate and monitor the development of Information Technology within the context of national, social and economic development. One of the core functions of NITA-U is to set, monitor and regulate Information Technology Standards as stipulated in the Sections 4(b) and 5(f) of the NITA-U Act 2009.

The automation of service delivery for Ministries, Departments and Agencies (MDAs) and Local Governments to accelerate the use of websites as tools for dissemination of information and service provision.

To date, two hundred forty eight (248) websites have been developed across Government MDA/LGs. Relatedly, approximately two hundred ninety seven (297) systems/ applications are in use across MDAs/LGs to promote internal efficiencies and support provision of Services to the public. 

Some of the MDA services include; E-services (Uganda Revenue Authority), Self-Service (NSSF), AUganda System Electronic Open data records (KCCA and OPM), E-services (Uganda Registration Services Bureau), E-services (UNEB), Business Registration and search (URSB), among others.

Mobile payment for utility bills is the most used e-Government service (62.6%), followed by online registration for the Tax Identification Number (TIN). E-payments are now mainstream, as 62.1% of individuals have sent or transferred money within Uganda using an electronic method, most likely a mobile phone-to-mobile phone transfer involving mobile money.

Access to ICT has grown steadily over the last decade. In 2004, less than 5% of the population had access to a telephone, but a decade later access had passed the 50% mark.

As of June 2014, Uganda had a tele-density of 53 phone lines per 100 inhabitants, translating into 19.5 million connections. The number of internet users was 8.5 million (23% of the population). As of June 2015, the national communications regulator had licensed 25 Public Infrastructure Providers (PIP) and 36 Public Service Providers (PSP) for voice and data.

Improvement of rural access is being realised through the Rural Communications Development Fund (RCDF) that is funded by a 2% levy on licensed telecommunications operators’ revenue. Through the installation and integration of ICT in health, education, postal services and local governments, as well as ICT skills training drives, among others, RCDF has made significant strides in addressing the digital divide in the country.

Just last year, the Ministry of Internal Affairs also joined the train of E-Govt services with their online passport application process that only takes about 48 hours as opposed to the seven days when the manual method is used, not forgetting the recently launched Parliamentary Monitoring App, aimed at involving the public in the legislative process.

All in all, the growth and development of Uganda is on an uprising as the incorporation of ICT is being taken in all government processes in Uganda, thus reducing on corruption, and reducing on the backlog of cases/files in public office.

Growth of The ICT Sector Since 1986

Many years ago on 29 January 1986, Yoweri Kaguta Museveni addressed Ugandans for the first time as national leader: “No one should think that what is happening today is a mere change of guard; it is a fundamental change in the politics of our country”. Given that Uganda had been led by seven presidents and a presidential commission in the preceding seven years, few could have expected that Museveni would remain at the helm 30 years later.

Since the coming of the NRM government under President Yoweri Kaguta Museveni, there has been tremendous growth in the ICT sector, and all these milestones since then have helped and supported to shape Uganda into the country that it is today – swiftly connected to the global network.

This all began with the liberalization of the telecommunications sector and formation of the Ministry of ICT which has greatly guided the sector into the leading contributor to the country’s GDP.

The Government of Uganda recognizes ICT as an important driver of Socioeconomic transformation. The ICT Sector is one of the core sectors identified in the National Development Plan II as one of the Job creation sectors, apart from creating new business opportunities and increased household incomes.

In addition to ICT being taken as an enabler in the service sector and executing government programs and projects, it has also been recognized as an industry that can significantly contribute to socio-economic transformation of Uganda.

The ICT sector has grown tremendously reporting a 15% annual growth in 2013 and 2014. The coming of the mobile phone handset was perhaps the most thrilling novelty of the time. This innovation has significantly eased communication among people in addition to creating employment to more than 1 million people.

Today, more than 70% of the population has access to telephones while the geographic coverage is about 86%. Related to this is the invention of mobile money, use of  internet and other phone/computer based applications, information processing, storage and dissemination, social media such as Facebook, Whatsapp, Youtube, Twitter etc., have equally experienced phenomenal growth.

On the other hand, broadcast media has experienced significant growth during the NRM leadership. For example, the radio stations have increased from 1 broadcasting station in 1986 to over 300 stations today while television stations have increased from 1 in 1986 to over 30 now. It should be noted that these have grown while at the same time enjoying maximum freedom.

Let’s break it down.

President Museveni makes a phonecall when phones where launched

Mobile Phone Handsets and Smartphones

On May 26, 1995, Museveni spoke on a mobile handset that was launched in Uganda by the Telecom leader Celtel Ltd. Seven days prior, at the Sheraton Hotel in Kampala, the Vice-President, Specioza Wandira Kazibwe, had launched cellular phone services in Uganda by making an international call to the British Minister of Commonwealth Development, Baroness Lynda Chalker.

The models have changed too with the years. From the bulky Ericsson models (628, GH 688), through the Nokia love affair (1610, 3310) to the Siemens S-series, flip phones like the Motorola RAZR V3 and slider phones like the Samsung E250 to the Blackberry and now-ubiquitous smartphone, the future is still being written.

Today almost 24.8m or 70.9% of Ugandans own mobile phones, a report by the National Information Technology Authority Uganda (NITA-U), revealed. This comes at a time when phones are very cheap, easy to use and accessible to all – Thanks to the NRM Government.

In 2018, there were 368,243 main telephone lines in use in Uganda, making Uganda one-hundred and eighth in terms of countries having the most main telephone lines. In 2016, there were 22.838 million mobile telephones in use, making Uganda fifty fourth in terms of countries having the most mobile telephones in use.

The Uganda Posts and Telecommunications Corporation had a monopoly over Uganda’s communications sector until the Uganda Communications Act was enacted in 1997. The act created the Uganda Communications Commission, the current regulator of communications in Uganda.

The Internet

People today are easily interconnected through the use of the World Wide Web or call it the internet. From the days when we sent letters to people through Posta/Post Office Uganda, to the times when all you have to do is send a message over the Internet with the tap of a finger.

In 2018 Uganda had 18.149 million Internet users, or 45.9% of the population (52nd in the world). This is up from 2.5 million users in 2008 (64th in the world). In 2012, Uganda had 36,332 fixed broadband subscriptions (119th in the world) or 0.1% of the population (165th in the world) and 2.5 million wireless broadband subscriptions (58th in the world) or 7.6% of the population (99th in the world).

By 2006, Uganda had 18 Internet service providers. Mobile network operators provide internet services to Ugandans alongside fixed-line internet providers.

It should be remembered that Uganda was one of the first countries in sub-Saharan Africa to gain full Internet connectivity. Both fixed-line operators, Uganda Telecom and MTN Uganda offer a range of data services including ISDN, ADSL and local and international leased lines.

To better this, there are around 12000 km of fiber in the country to ease connectivity to the internet.

Technology has increasingly become connected, and nations, regions and the world at large are seeing a convergence of the digital, physical and biological realms.

The National Development Plan (NDP) II whose theme is “Strengthening Uganda’s Competitiveness for Sustainable wealth creation, Employment and inclusive growth” emphasizes the role of Information and Communication Technology (ICT) sector in the national development process. ICT is recognised as both an opportunity and an enabler. The following targets and objectives are outlined in the NDPII for the ICT sector:
