MTN Uganda’s Licence to be Renewed, Slapped with New Stringent Terms

After shopping at Masters Supermarket, Ntinda, Elsa Muzzolini - General Manager Mobile Financial Services at MTN Uganda confirms her bill before paying using MoMoPay.

The Minister of ICT and National Guidance was yesterday in a Cabinet resolution meeting with the President given a go-ahead to give a “No Objection” to Uganda Communications Commission to renew the license of MTN Uganda with new stringent terms in pursuit of the Broadband Policy Goals.

UCC has been conducting evaluation processes of MTN Uganda Limited’s application for renewal of their license and the matter had since been moved to the cabinet to deliberate. UCC had put the matter before the public record at the Commission. However, yesterday, the cabinet was briefed and noted the process of the renewal of MTN Uganda’s Operator Licence for the Period of 10 years.

Cabinet also tasked the Minister of ICT & UCC to work with the Attorney General to ensure that the operator license for MTN has clear terms & Conditions that aim at ensuring the quality of service.

While speaking at the Media Centre today, Minister of ICT and National Guidance, Mr Frank Tumwebaze revealed; “It was further noted that when the then Minister Of Works & Communications issued the first license to MTN in 1998, the challenges then were different. The Concern then was more about telephony penetration which MTN & other operators helped achieve.”

The Uganda Communications Commission (UCC) conducted a public hearing where MTN Uganda Limited and any member of the public with a legitimate interest in this matter may be allowed to substantiate their comments or objections to the application. This came after MTN Uganda has been in the limelight for comments about poor service delivery and increased complaints from customers.

“The License conditions then were not stringent enough about the quality of service obligations as demand and uptake of voice & data service was low, The concerns of today are mainly about reliability & affordability of services.”, the Minster further noted.

Tigo Launches 4G+ Network in Tanzania

We are now competing with the developed nations who are currently rolling out 5G technology. The latest generation of mobile communication technology in Tanzania denote that the full possibilities of the internet are now opened to our customers’ Tigo’s Chief Commercial Officer, Tarik Boudiaf noted.

While Tigo’s fast 4G network reaches speeds of up to 60Mbps, Tigo’s new 4G+ is twice as fast, reaching speeds of up to 120Mbps. This is a shared speed among subscribers latching in a specific site and the total speed is distributed among them.

Besides boasting the biggest 4G network that covers 22 cities across the country, the Tigo 4G+ network has now been rolled out in five main cities of the country namely; Dar es Salaam, Arusha, Morogoro, Moshi and Dodoma with ongoing expansion to other cities.

In enhancing and expanding digital adoption in Tanzania, Tigo was among the first mobile companies to roll out technologies such as 3G and 4G – which is currently the biggest 4G network in the country. Tigo was also first to launch a smartphone with a Swahili menu, the first Facebook service in Swahili which opened up digital access and adoption in Tanzania to the majority of the population who use Swahili as the primary language of instruction.

The iPhones, Watches And Software Apple Released At Its September Event

On September 12, 2018, Apple launched 4 new gadgets at the Steve Jobs Theatre in Califonia. The gadgets including Iphone Xs, Xs Max, Xr and a new smart watch, the Apple Watch Series 4 have been the talk of social media for days now, especially because of the costs that each device costed.

Apple also launched new software, minor upgrades to the already existent iPhone models.

The iPhone Xs is a successor to last year’s iPhone X, Max Xs is a larger version of Xs, whereas the Xr is a more colourful, yet slightly more affordable of the new releases.

The Xr, the cheapest, interestingly goes for a whooping USD. 699, 899 for the Xs, and 999 for the Xs Max. Roughly, the cheapest going for roughly UGX. 2.5 Million.

Fans even joked about how they would need to sell all the two kidneys this time to possess the mobile beasts.

The minimum storage capacity of the iPhones is 64 GB with a maximum of 512 GB for the Xs and the Xs Max.

The Xr is 6.1 inches big, with an LCD screen display. It has an inbuilt ram of 3GB for improving speed. However, the other two, have an OLED screen, with a 4GB ram. All the gadgets come with a 12 MP camera. The battery of the Xr will be 1.5 times stronger than the iPhone 8. This phone will be available for order from the 19th October and available in stores from 26th.

The other two phones will be available starting from 14 and 15 September.

The Xs Max is by far the largest iPhone Apple has so far made boasting with a size of 6.5 inches. It has also been described as a stretched out Xs, with a battery life of 1.5 times more than the iPhone X.

The Xs is somewhat identical to last year’s X, but has a couple of internal upgrades. It has a 5.8-inch “Super Retina” HD screen. Apple says its battery life is also about a half-hour better than the iPhone X.

The Xs and Xs Max use their dual microphones to record video with stereo sound which is the first time innovation for iPhones. For the first time, Apple will also support dual sim, which is available in these two devices.

The Apple Watch Series 4 is the fourth generation, a variation, and an upgrade from the previous 3 generation of the smartwatch series. It was mentioned that the watch is 30% bigger than the previous generation with more advanced capabilities.

It has a 50% louder battery, and a better microphone that the previous generations. It is also available as a medical device, with a capability to capture electrocardiograms. If you played your finger over the device for 30 seconds, it would instantly show your heart functioning.

It has the ability to alert medical personnel if one’s heart rate needs medical attention.

The battery life is 18 hours, similar to the previous model and is water-resistant. The Series 4 will start at $499 for the cellular version, and $399 for the wifi-only version. It is available for pre order starting Sept. 14, and available in stores Sept. 21.

The old series have since dropped to $279.

The new software updates will become available starting 17th September. The next version of the apple operating software for the computers, MacOs Mojave, will be available for download from 24th September.

Government set to Borrow over US$100m for CCTV Cameras across the Country

The Cabinet of the Republic of Uganda sat on Monday September 10, 2018 at State House Entebbe under the Chairmanship of H.E the President and passed a set of resolutions among which included the approval of borrowing up to a tune of over $100m for CCTV Cameras across the country, the Minister of ICT Frank Tumwebaze disclosed in a press brief this morning.

The government has approved the proposal to borrow up to US$104,022,277 from Standard Chartered Bank to finance the National CCTV Network Expansion Project. This comes after an increase in crime in the city which the president believes will be greatly solved once the CCTV cameras are put in place.

While addressing journalists this morning at the Uganda Media Center in the country’s capital Kampala, Mr Frank Tumwebaze, the Minister of ICT & National Guidance who also doubles as the Spokesperson of the Government of Uganda noted that; “ The Cabinet that met with the President resolved that the proposal to borrow US$ 104,022,277 from Standard Chartered Bank to finance the National CCTV Network Expansion Project has been approved”

The said money that is slated to be borrowed will be used to among others; Design and build the main Command and Control Centre, Mobile Command and Control Centres, and Regional Command and Control centres.

It shall also be used for Video surveillance through the installation of CCTV Cameras across the country, Installation of integrated communication platforms, Integrated case management systems (face recognition software, DNA, among other systems), Development of data centre with disaster recovery sites, Installation of required network infrastructure, Training of staff in all the relevant system and Operation and maintenance of the system.

The Technology Behind Silent Discos & Why You Should Try The Experience.

Silent Disco is not a very new sensation in Uganda, but it has recently been popularized by a new wave of events organized in town making it literally the only plot revelers around will speak about these days.

It is one of those moments you will actually admit that silence can be so loud.

Those that have not yet had the experience, still marvel at the technology behind it. Even those that have tried it might still have some of those FAQs about how the silent rave works. This is an attempt to debunk the strange phenomenon.

The Oxford dictionary defines the term silent disco as “an event at which people dance to music that is transmitted through wireless headphones rather than played over a speaker system.”

When you attend a place offering silent disco, one is presented with a pair of wireless headphones from which the music will play, rather than from the usual very loud speakers you would ordinarily expect to find.

One observable fact at silent discos is the blinkering lights of different colors usually blue, orange, green, yellow, and red on revelers heads.

The lights are representative of the different channels and the number of DJs competing for listeners at a particular time. The number of channels is usually two or three depending.

The pair of headphones given to a person at these events has a very simple functionality at the sides. There is a switch to power the device (once powered, it automatically connects to the receiver at the DJs desk), a volume button and another button from which to switch between the channels.

There is a radio transmitter at the DJs table with a frequency that is locked in by all the headphones in the vicinity worn by the participants.

It is the ability to shut down a boring DJ at the push of a button with such power at your fingertips, which is the real deal. Once you put off your headsets, is so much dead silence.

You could even engage the services of your mobile service provider especially the part where you make calls to anyone and convince them that you are at a library.

You will however be given a way by noises from the revelers expressing pleasure to the sounds in their ears from the different DJs.

One can even have a decent conversation with a neighbor without having to scream to be heard.

The scene is a rather strange one to a distant viewer who might think people are dancing to nothing.

Silent Discos are very environment friendly because of the effect to minimize noise pollution when a club event is going on.

It can allow one to transform literally any single place into a clubbing area. All one needs is the source of the music and the headsets to wear and you could have transformed even a quiet dinner event into a quiet disco.

The technology can be employed at concerts where thousands of participants listen to live performances of the artists in their headphones and employ the visual senses to watch the performances on the stage and still have a live experience.

The sound is so clear that you do not have to be so close to the source of the sound to hear it.

WhatsApp Backups To Google Drive Will Not Have End-to-End Encryption

One of the upsides of using WhatsApp as compared to any other social media application is the fact that privacy of the users chat conversation. Chats are protected by the WhatsApp end to end encryption.

When data is subjected to end to end encryption, “your messages, photos, videos, voice notes, documents, status updates and calls are secured from falling into the wrong hands,” reads the WhatsApp frequently asked questions (FAQs) page.

This according to the page means that only the person you are communicating with can read the messages sent. WhatsApp and not even the government can read the contents of the conversation because they are protected.

In a story Guru8 ran a few days ago, it was a revealed that a new partnership between WhatsApp and Google provided free space on Google Drive for WhatsApp backups that would not be counted towards the 15 GB google offers to users as of 12th November 2018.

Days later (30th August, last Thursday) the social media giant updated its FAQs with a caution to users that WhatsApp backups to Google would not be encrypted.

“Media and messages you back up aren’t protected by WhatsApp end – to – end encryption while in Google drive,” reads an important notice on the page.

The encryption that exists between your chats will not be available once your backups are uploaded to Google Drive making your private conversations susceptible to attacks from hacks.

You are even faced with a bigger dilemma to decide whether to actually backup your conversations, or not. Backing up would mean your chats are safe should you lose your phone yet backing them to the Drive would mean they will not be protected.

You need to think hard about making a decision to upload your chats to the Drive.

 

Here Is What Is Coming On And Going Off Netflix in September

Saturday this weekend not only means chilling but it is also a month beginner, which means Netflix is gifting us with its “start-of-the-month” movie dump.
With just days to the final weekend of August, it’s time to start saying goodbye to another assortment of content on Netflix.

Like has been the norm, the biggest streaming service on the planet will be dumping some shows and movies as licenses run out and new content takes its place. Last month saw the dumping of one of my personal favorites, the animation “Sausage Party.” At the moment, it is deleted from Netflix forever.

This weekend shall see a purge on several other movies that will be deleted from Netflix to provide space for other content. Among the films lined up for entry is reknown horror film, “The Texas Chainsaw Massacre: The Beginning” that was released in 2006.

Originally debuted in 1974, the American horror film followed a group of friends who unfortunately stumble across a family of cannibals. One member of the family goes by the name ‘Leatherface’ and is a psychotic, chainsaw-wielding murderer who wears human skin as a mask.

And although the film was originally advertised as a true story, the events are completely fiction, but it was partly inspired by the real-life serial killer Ed Gein. Over the years the 1974 film has become a cult classic spawning many sequels including the one titled “The Beginning.”

UMEME Releases Half Year Results, Posts Dividend Pay-out of Ushs20.6 billion

Umeme Limited has today announced a Ushs12.7 dividend pay-out per ordinary share to all its shareholders for the six months ended 30 June 2018. A top official said the total interim dividend pay-out of Ushs20.6 billion was based on the stellar performance of the company over the period of January to June 2018.

The dividend subject to deduction of withholding tax, where applicable, will be paid on or about 11 January 2019 to shareholders in the books of the company at the close of business on 20 December 2018.

Commenting on the results, Umeme Managing Director, Mr. Selestino Babungi said the sector was on a steady growth after the demand by industrial consumers grew by 8.6%, up from the 7.5% registered in the same period the previous year.

“In simple terms, the sector is growing. Maximum demand grew just slightly under 600MW. The main drivers are the large industrial customers who are registering high annual growth rates of up to 13%,” Babungi explained.

He noted that the industrial demand for electricity was in line the GDP growth, which is projected to grow at 6% in the 2018/2019 financial, up from 3.9% in 2017, adding that GDP growth goes hand-in-hand with electricity demand.

Babungi pointed out that the setting up of National Cement Company and the new Hima Cement plant, the two new cement plants in Tororo and the expansion of Tororo Cement Industries, all of which were fully commissioned, boosted the industrial sales.

“Existing industrial consumers like Coca-Cola and Roofings have also boosted their production. The Buy Uganda, Build Uganda drive is helping a lot. The South Sudan and DR Congo markets have also reopened. Commercial use of electricity is fundamental. Industrial use is essential in up taking the increasing generation capacity,” he explained.

The giant utility also registered progress in the energy loss reduction targets in the six months of 2018 to 16.7% compared to 17.5% for the same period in 2017.
“We focused the half-year loss-reduction efforts on commercial losses and are in dialogue with the Electricity Regulatory Authority on specific approvals required for technical loss reduction investments,” Babungi said.

He disclosed that for these efforts, delegations from Nigeria and Mozambique were expected to visit the utility to benchmark on how they are doing this when the regional utilities are struggling to tame their losses figures.

The company has also maintained an average collection rate of 99.2% over the last three years, while the revenue collection rate for the period under review stood at 102.8%, attributed to the rollout of prepaid metering, recoveries of past unpaid bills, timely payment by industrial customers, government agencies and provision of payment systems available 24 hours per day.

During the first half of 2018, the company added up to 82,373 customers to the grid, increasing our total customers to a record 1,207,664. The firm targets to add a total of 200,000 new customers to the grid by end of 2018. Customers on prepaid metering increased to 76.3% of the customer base. Prepaid revenue from these customers represents 24% of the total revenue.

Custom Algorithms and Google Natural Language

In the modern world, most companies rely on data solutions to drive their operations and that often means using synchronized data analytics systems. Technology not only helps corporations to make more informed decisions, but also to make them faster than before. On average, statistics show that businesses generate up to 2.5 quintillion bytes per day of data, which is why most of them apply Google’s organic language processing algorithms to decode and process information for more precise conclusions.    

What problem does the organic language processing system really solve?  

 To start, it’s a technology that helps computers to assess natural human language and generate accurate results that are quantifiable. This methodology can be applied to extract data from large amounts of text so as to perform faster analysis, this in turn helps corporations detect and comprehend new business opportunities and strategies hidden in the data they are receiving.    

Furthermore, language processing is a powerful tool for analyzing and understanding opinions written by customers via social media chats about their product/service. It can offer real-time assistance to companies seeking to reduce their customer relations taskload, and also enhance efficiency.  

In a recent study, comparing Google’s Cloud Natural Language API and a CoreValue opinion analysis algorithm, custom-built by the research team, it was found that Sentiment Analysis was the most crucial element for measuring user’s opinions.    

The algorithm system by Google is a pre-programmed computer learning API that gives operators access to various functions such as: syntax assessment, human-machine interaction, Google-driven sentiment analysis, and entity recognition. Moreover, the Cloud Organic Language sentiment checker is an open tool where users can simply call the API and get an estimate value. It operates as a floating point module between -1 and 1, showing whether the whole text string is positive or not and this translates the opinions of customers online.

Google put great effort into developing its language algorithms by following a certain online research protocol, which may have included:  

I) Collecting a large amount of labeled data from multiple data sources, for instance, social media comments, tweets, databases and online publications. Developers could also have ensured that their data was properly backed up and ready for processing.    

II) Cleaning the data. This task primarily involves functions such as removing stop words and tokenizing the string. It requires high level processing infrastructure to analyze the collected data, and further re-process it with new incoming data.  

III) The next step involved constructing a document-term matrix or DTM from available input documents.    

IV) Finally, the developers tested several algorithms to find out which one best suited their plans for an effective language processor. These results were then validated to confirm their accuracy.    

One of the key benefits of using Google’s language algorithm API is that you don’t have to be a statistician, plus there’s no need to collect the large amounts of data needed for this type of analysis. The program also supports all their search features in a variety of languages, and has a greater granularity measurement. On the other hand, some businesses prefer custom approaches rather than shelf algorithms due to cost reductions, improved efficiency, full customization options, and accurate insights they are provided.

ICT Innovations win big at the Young Achievers Awards 2018

Tech-related innovations were the highlight of Saturday night as the won big at the Young Achievers Awards 2018 that took place at the Kampala Serena Hotel in the country’s capital. The Young Achievers Awards recognizes and celebrates outstanding youth in the Ugandan Community that have excelled in various realms such as the Arts, Entrepreneurship, Media and Journalism, Philanthropy, Innovation, Sports among others.

The biggest win of the night went to Phillis Kyomuhendo, the Co-founder of mSCAN, a technology that allows rural pregnant women to get ultrasound scans at low costs using a mobile phone, tablet or computer. The mScan is a portable ultrasound scanner made of a smartphone and a probe for pregnant women in rural areas.

Matibabu the world’s first non-invasive test device for mass malaria screening that eliminates all infection risks won the Innovation and ICT category of the night. Championed By Brian Gitta, the device is aimed at better detecting malaria not just in Uganda, but across sub-Saharan Africa, where caused by malaria each year occur.

Jean Onyati, Founder & CEO, Akellobanker a service aimed Redefining access to inclusive credit services for farmers and traders​ by use ​of ​financial and non financial data to underwrite credit to the financially excluded communities, took home the Farming and Agro-Processing category award.

The Young Achievers Awards founded in 2009 is an initiative of Reach A Hand Uganda that rewards excellence, hard work and innovations of youth and entrepreneurs in Uganda. Over 100 have been rewarded with this accolade including the Life Time Achievement Award that has been accepted by H.E Yoweri K. Museveni, H.E Paul Kagume, the late Dr. James Mulwana, Sister Rachelle Fassera, Prof Senteza Kajubi, Noelina Kareeba, and Ali Mufuruki.
